In April 2003 the Oklahoma Lottery Act was passed, the Oklahoma Lottery Trust Fund set up and a legislative referendum for to the Oklahoma Constitution set up. Oklahoma voters approved  overwhelmingly on November 2, 2004.  Online gambling will probably not be approved.

The act created an Oklahoma Lottery Commission to initiate, supervise, and administer the operations, including online gambling, if that option ever comes into place. 

The Commission is governed by a Board of Trustees composed of seven members appointed by the governor with the advice and consent of the Senate. 

James R Scroggins, has been hired as the Executive Director of the Oklahoma Lottery.

Scroggins was executive Director of the Pennsylvania Lottery from 1987 - 1991 prior to be hired by Missouri.

The chances of winning the Oklahoma lottery jackpot are principally determined by several factors:
